Linking Polygon Buffer Layer to City Points

Hi All,
I have a polygon layer, multiple buffer rings up to 500mi.. and a point layer of cities. I would like to find a way whereby I can link the polygon layer to each point and hence be able to migrate the rings to whichever point I desire. Is this possible? Please Help. I an using ArcGIS 10.0.
