KML To Layer 'no features found'

Our local county GIS publishes a service that allows one to 'Generate KML'. Unfortunately, the KML To Layer tool gives an error when I try to process the KML file generated from the county service - ERROR 000401: No features were found for processing. The kml looks good in Google Earth - it contains line features and attributes. I'm able to convert other kml files ok - just not this one.

Does anyone have an idea how I might convert this file? Here is the service:
